HEALTH, SAFETY AND ENVIRONMENTAL POLICIES (HSE)
- Educate, train and commit employees to HSE issues, involving suppliers, communities, competent entities, entities representing employees and other related parties;
- Stimulate work force to registering and addressing HSE issues and consider their HSE performance in the company´s consequence and recognition programmes;
- Promote health and protect the human being and environment by identifying, controlling and monitoring risks, adapting safety processes to the best world practices and being prepared for emergencies;
- Ensure sustainability to projects, enterprises and products throughout their life cycles, taking risks and opportunities into account on economic, environmental and social scales;
- Consider ecoefficiency of operations and products, minimizing adverse impacts inherent to the activities of the industry.

1. LEADERSHIP AND ACCOUNTABILITY: BY INTEGRATING HEALTH, SAFETY AND ENVIRONMENT IN THE CORPORATE STRATEGY, PETROBRAS CONFIRMS THAT ALL EMPLOYEES AND CONTRACTORS STRIVE FOR EXCELLENCE IN THESE AREAS.
REQUIREMENTS
- To disclose and promote, at all levels, corporate HSE policy, its values and objectives.
- To lead by example to ensure that the work force has the highest level of commitment to HSE performance.
- To hold each unit accountable for its HSE performance, to be assessed by means of pointers and targets.
- To clearly define roles and responsibilities relating to the HSE performance in each unit.
- To integrate HSE performance in each unit's production and financial targets.
- To monitor and assess contractors' HSE performance.
- To disseminate values to promote workforce quality of life inside and outside the workplace.
2. REGULATORY COMPLIANCE: COMPANY ACTIVITIES SHALL COMPLY WITH CURRENT HEALTH, SAFETY AND ENVIRONMENTAL LAWS.
REQUIREMENTS
- To permanently monitor legal compliance and, if necessary, prompt adoption of measures to correct possible non-conformities.
- To track any change that may occur in the applicable HSE legislation, in order to adjust company activities, as well as to facilitate identification of new scenarios.
- To comply with legal and regulatory standards during the life cycle of all company facilities and operations, and assess contractor, supplier and partner compliance.
- To maintain a cordial and collaborative policy with the competent agencies.
3. RISK ASSESSMENT AND MANAGEMENT: RISKS INHERENT TO COMPANY ACTIVITIES SHALL BE IDENTIFIED, ASSESSED AND MANAGED TO PREVENT ACCIDENTS AND/OR TO MINIMIZE THEIR EFFECTS.
REQUIREMENTS
- To adopt measures to systematically identify and assess the frequency and results of undesirable events, aiming to prevent and/or reduce to the maximum their effects.
- To implement mechanisms for prioritizing identified risks, as well as to document, report and track the adopted mitigation measures.
- To incorporate risk assessment processes in all stages of projects and products, including those relating to the protection of the workforce, neighboring communities and end-consumers.
- To perform periodic risk assessments or when changes are made in the processes.
- To implement risk management according to the nature and scope of events, at the different management levels.
4. NEW PROJECTS: NEW PROJECTS SHALL COMPLY WITH LEGISLATION AND ADOPT THE BEST HEALTH, SAFETY AND ENVIRONMENTAL PRACTICES THROUGHOUT THEIR WORKING LIFE.
REQUIREMENTS
- To adopt practices and technologies to assure excellence standards throughout the working life, from concept, design, construction and preparation to possible decommissioning.
- To adopt procedures to ensure new projects' compliance with their design specifications and with risk assessment recommendations.
- To analyze, approve and document possible changes in original designs, and check that corresponding HSE implications are understood and acted upon.
- To assess the social, economic and environmental impacts of each new project.
- To provide incentives to implement projects that incorporate sustainability concepts, use of clean development mechanisms and the optimization of water, electricity, and materials consumption.
5. OPERATION AND MAINTENANCE: COMPANY OPERATIONS SHALL BE PERFORMED ACCORDING TO ESTABLISHED PROCEDURES, AND BY USING ADEQUATE FACILITIES AND EQUIPMENT, INSPECTED AND APT TO MEET HEALTH, SAFETY AND ENVIRONMENT REQUIREMENTS.
REQUIREMENTS
- To adopt safe operational practices to protect the workforce's health and minimize risks of accidents.
- To systematically check and update all operational procedures, following risk assessment recommendations.
- To adopt mechanisms to enable prompt identification, characterization and correction of cases failing to comply with established procedures.
- To perform inspection and maintenance work according to established procedures, in order to control all their risks.
- To perform specific inspection, testing and maintenance programs associated to safety systems, integrity, and protection of facilities, to ensure their reliability.
- To identify, analyze and monitor impacts on health and environment caused by company activities, seeking to continuously reduce their impacts.
- To adopt mechanisms to protect the workforce's health, seeking to ensure, whenever necessary, early diagnosis, immediate care, prevention of exposure, limitation of injury and rehabilitation.
6. MANAGEMENT OF CHANGE: TEMPORARY OR PERMANENT CHANGES SHALL BE ASSESSED IN ORDER TO ELIMINATE AND/OR MINIMIZE IMPLEMENTATION RISKS.
REQUIREMENTS
- To adopt mechanisms to permit assessment and control of risks inherent to the changes, from the planning phase to their effective incorporation into the process.
- To formalize procedures for implementation of changes in process procedures, including means of description, evaluation, documentation, as well as dissemination of changes.
- To ensure that changes meet legal requirements and established procedures, as well as protect the workforce, integrity of facilities and continuity of operations.
- To identify needs possibly arising from changes, such as building the capacity of the workforce, intensifying training, and revising contingency procedures and plans.
7. GOODS AND SERVICE PROCUREMENT: HEALTH, SAFETY AND ENVIRONMENTAL PERFORMANCE OF CONTRACTORS, SUPPLIERS AND PARTNERS TO BE CONSISTENT WITH THE PETROBRAS SYSTEM.
REQUIREMENTS
- To include specific HSE demands during the contracting process, and monitor compliance with the demands during all stages of activities to be developed.
- To guarantee that procurement of materials and products complies with established HSE requirements.
- To assess contractors' HSE performance according to criteria clearly defined in the relevant contracts.
- To monitor contractors' HSE performance, taking the necessary steps to correct possible non-compliance.
- To take measures to encourage contractors and partners to adopt the best HSE practices.
- To integrate contractors' performance in each unit's set of HSE indicators.
8. TRAINING, EDUCATION AND AWARENESS: TRAINING, EDUCATION AND AWARENESS SHALL BE CONSTANTLY PROMOTED IN ORDER TO REINFORCE WORKFORCE COMMITMENT TO HEALTH, SAFETY AND ENVIRONMENTAL PERFORMANCE.
REQUIREMENTS
- Management explicitly agrees to HSE policy and values, in order to reinforce workforce compliance.
- To assess needs and implementation of HSE training, education and awareness programs at all levels.
- To implement programs promoting the adoption of healthy, safe and environmentally friendly behavior inside and outside the company.
- To periodically assess the workforce training concerning HSE requirements.
- To adopt mechanisms to constantly improve workforce skills.
9. INFORMATION MANAGEMENT: INFORMATION AND KNOWLEDGE REGARDING HEALTH, SAFETY AND ENVIRONMENT SHALL BE ACCURATE, UPDATED AND DOCUMENTED, FOR EASIER CONSULTATION AND USE.
REQUIREMENTS
- To adopt mechanisms to ensure the logging, updating, storage and recovery of information relating to HSE, as well as mechanisms to encourage the participation of the workforce in this process.
- To guarantee that this system considers the following characteristics, for example:
- HSE Policy, values, objectives and programs;
- Current legislation, and action plans resulting from audits;
- Performance indicators;
- Collective information on health and occupational exposure;
- Risk assessment and management;
- Contingency plans;
- Investments and their benefits.
- To comply with the principle of confidentiality to protect strategic Petrobras information or personal information about employees.
- To adopt mechanisms to ensure the disclosure and awareness of new practices and enhance HSE performance.
- To adopt mechanisms that consider opinions, suggestions and questions from stakeholders, providing due explanations whenever appropriate.
10. COMMUNICATION INFORMATION CONCERNING HEALTH, SAFETY AND THE ENVIRONMENT SHALL BE REPORTED CLEARLY, OBJECTIVELY AND PROMPTLY TO BE PRODUCTIVE.
REQUIREMENTS
- To maintain ongoing communication channels with regulatory agencies, the media, and other stakeholders.
- To maintain ongoing communication channels with the workforce and neighboring communities in order to keep them informed of the risks that may be caused by corporate activities, as well as the measures adopted to mitigate those risks.
- To guarantee that complaints, claims and suggestions relating to HSE will be registered, analyzed and answered.
- To comply with hierarchical and competent standards regarding the disclosure of information that may be a risk to any company activity.
- To periodically present in the Annual Report and other communication media consolidated information on HSE performance.
11. CONTINGENCY EMERGENCY SCENARIOS SHOULD BE PREDICTED, AND EMERGENCIES MUST BE RESPONDED TO PROMPTLY AND EFFICIENTLY TO REDUCE THEIR IMPACTS.
REQUIREMENTS
- To guarantee that each unit's contingency plans are assessed, revised and updated, as well as included in the company's regional and corporate contingency plans.
- To develop awareness and training programs together with the communities potentially exposed to risks, seeking to include them in the contingency planning.
- To adjust contingency plans to new identifiable risks.
- To consider social, economic and environmental impacts (resulting from possible accidents) in contingency plans.
- To implement mechanisms to guarantee the update, disclosure and prompt access to contingency plans by the workforce, government/non-government organizations, communities and other stakeholders.
- To provide periodic training and simulated exercises with the participation of all personnel involved, and evaluate results.
12. COMMUNITY RELATIONS: THE COMPANY SHALL STRIVE FOR THE SAFETY OF THE COMMUNITIES WHERE IT OPERATES, AND KEEP THE COMMUNITIES INFORMED ABOUT IMPACTS AND/OR RISKS THAT MAY BE CAUSED BY ITS OPERATIONS.
REQUIREMENTS
- To assess possible impacts that company activities may cause to communities, from the HSE and social and economic viewpoint, in order to prevent or minimize their undesirable effects.
- To guarantee that this assessment continues throughout the life cycle of the activities.
- To maintain open communication channels with neighboring communities to keep them informed of contingency plans, considering, in this process, their opinions, suggestions and concerns.
- To provide awareness and training programs in the communities potentially exposed to risks, in order to encourage their commitment to prevention and contingency measures.
- To implement health and environmental education programs in the neighboring communities, as well as actions to promote their sustainable development.
13. ACCIDENTS AND INCIDENTS ANALYSIS: ACCIDENTS AND INCIDENTS CAUSED BY CORPORATE ACTIVITIES SHALL BE REVIEWED, INVESTIGATED AND DOCUMENTED TO PREVENT THEIR RECURRENCE AND/OR MINIMIZE THEIR EFFECTS.
REQUIREMENTS
- To adopt procedures to identify, log and review the cause of accidents and quantify losses.
- To adopt procedures to identify and correct non-compliance that may cause accidents.
- To ensure mandatory and immediate notification of accidents and prompt response to their consequences.
- To ensure mandatory registration of accidents on respective performance indicators.
- To include lessons learned from accidents in corporate activities to improve the prevention system.
- To track adopted corrective and/or preventive measures to ensure their efficiency.
- To guarantee that, in the event of a serious accident, investigation will have external participation other than the unit where it occurred, and from the HSE corporate area.
14. PRODUCT STEWARDSHIP: THE COMPANY SHALL TAKE CARE OF ALL HEALTH, SAFETY AND ENVIRONMENTAL ASPECTS OF ITS PRODUCTS FROM THEIR ORIGIN TO FINAL DESTINATION, AS WELL AS AGREE TO CONTINUOUSLY REDUCE POTENTIAL IMPACTS POSSIBLY CAUSED BY ITS PRODUCTS.
REQUIREMENTS
- To incorporate HSE values in all company products, from materials choice, production, packaging and transport to their final destination.
- To provide proper updated information concerning these products, in order to permit their safe use and/or reduce possible risks.
- To prioritize the development of products, which best meet HSE requirements.
15. ASSESSMENT AND ONGOING IMPROVEMENT: GUARANTEED HEALTH, SAFETY AND ENVIRONMENTAL PERFORMANCE SHALL BE PROMOTED AT ALL COMPANY LEVELS, IN ORDER TO ENSURE IMPROVEMENTS IN THESE AREAS.
REQUIREMENTS
- To periodically update HSE policy, guidelines and targets to comply with the Corporate Strategic Plan.
- To implement corporate programs for HSE management assessment to strive for continuous improvement.
- To adopt action plans based on results of these assessments, and to prevent and/or correct possible deviations.
- To adhere to international HSE certification standards and relevant updates.
- To constantly improve HSE indicators in order to make them more precise and uniform, encouraging achievement of set targets.
