Communication System

8 .1 - Purpose

To adopt procedures in order to make reliable safe communications with all authorities and teams involved in an emergency resulting from an oil and/or byproduct spill in Guanabara Bay.

8 .2 - Premise

This Plan will be carried out with the existing communication systems in the organizations involved and by acquiring new communication equipment to meet the objective of the Plan. For the purpose of this Plan each member shall provide:


a telephone line for regular contact with FEEMA/SCPA, controllers and outside contacts to meet logistic emergency requirements;


a fax line to send and receive information;


two portable offshore VHF-FM radios to send and receive information;

8 .3 - Notify FEEMA and Port Captain Authority of the spill.

8.3.1 - Even at Level 1 status, the institution responsible for the spill shall immediately notify FEEMA/SCPA and the Port Captain Authorities. FEEMA, depending on the situation, may send a message of alert to all member institutions of the Plan to prepare them to possibly face a Level 2 status.

8.3.2 - For an oil or byproduct spill from moored ships or accidents in Guanabara Bay and outside the ports and terminals, VHF-FM channel 16 shall be used, calling the Port Captain authorities (or phone 216-5320, 24 hours a day, or fax 216-5319), Rio Radio, the Naval Radio Station in Rio de Janeiro (PWZ-88) or any other ship in the area that can pass the message on to the Port Captain authorities and FEEMA (295-6046 and 541-1993, 24 hours a day).
